The most important reason to caulk baseboards before painting is to add a layer of protection to your windows and doors.  This protections is to keep the cold air out.  And in the summer, to keep the cold air conditioned air inside. Another reason is to make your painting looking for complete because there is no thin, black line due to a gap up next to the wall.
